Reexamining NATO's Defence Planning

In this document, Canada assesses the main points of the British Global Strategy paper and distinguishes between global strategy and global planning. Canada understands strategy as the assessment of military threat, while planning concerns the distribution of forces and resources. The Canadian Government generally supports strategy but not planning, and decides to not push for membership or ongoing participation in any proposed global planning body.
