24 February 1953: NATO and Global Defence Problems
This letter is from the Canadian Delegation to the North Atlantic Council to the Under-Secretary of State for External Affairs. The two groups concur that it is in Canadian interest to distinguish between global and regional strategy and planning, especially in light of issues raised by the British Global Strategy Paper and the subsequent French memorandum. The Canadians state that they do not need to be represented in a global strategic or planning organization. However, there is clear interest in being informed of all decisions and policies, especially in their relation to NATO. Canada is only interested in extending commitments beyond the regional NATO pact in the event that a threat must be addressed outside the Treaty area.
