According to Ignatieff, BERCON discussion “remains confused” and there was “no reply” to the Canadian questions concerning nuclear weapons. Although there was some support from the Norwegians and Belgians, there remained considerable opposition to the Canadian position against nuclear weapons. Ignatieff remains unsure about the future of the discussions and resolves that “we may have a tough fight.” Many of the delegations, including the Danes and Italians, continue to have reservations about the plans but agree “in principle.” Clearly, there is much more discussion required to reach a consensus within the Council.
