18 March 1954: Message from Canadian Ambassador to the United States

In order to clarify his earlier remarks, Dulles publishes an article in Foreign Affairs which sparks interest among Canadian policymakers. The Canadian Ambassador to the United States sends the article as well as a preliminary assessment to Ottawa. This article helps the Canadians come to the conclusion that there is no drastic change in US policy. Dulles's article, as the cable concludes, “makes it abundantly clear that the Administration's defence policy is essentially a continuation of past policies adapted to current circumstances.”
