22 March 1954: Message from Canadian Ambassador to the United States

As the Canadians continue to seek clarification about Dulles’s remarks and the New Look, they turn to press conferences and published articles in order to asses the new US policy. One press conference from 16 March 1954 warrants “more than usual attention” and is analyzed at length in the attached message from the Canadian Ambassador in Washington. Also attached is the transcript of the press conference itself. While Dulles clarifies that the strategy is essentially one of nuclear deterrence, the Canadians continue to be concerned with the issue of consultation, and the Ambassador is certain that “there is no lack of understanding of the need for constant and intimate consultation by the United States with its major allies.”
