24 March 1954: Dulles Statement

Attached is the transcript of Dulles’s statement before the Senate Foreign Relations Committee. Dulles contextualizes the New Look within the growing paranoia of “the menace of Soviet bloc despotism” and calls for arms build-up and a “well-conceived and well-implemented” strategy. Integral to this strategy is collective defence, though there is little detail as to how Dulles intends to keep US allies informed.
