9 July 1963: Status of the Concept Document

Members of the JPC agreed that the Concept document is satisfactory in its current form, but could be subject to change should the Military Committee (MC) papers be amended at the NATO meeting the next May. The JPC also agreed to recommend that the CSC draft “a companion paper dealing with aggression less than all-out war.” A report was circulated with these conclusions, and at a meeting of the JPC on 13 August 1963, the Committee recommends that “further action on this item await completion of the NATO Strategic Review.”
