October 1957: Further DRB Comments

Following the 2 October 1957 draft, the Chairman of the DRB offered additional comments, identifying ICBMs as a postential issue for military planning. Although it is not clear whether the Soviet Union possessed ICBMs that are “sufficiently accurate for attack,” the Chairman states that “the ICBM threat may be closer to reality than when this paper was originally drafted.”
