November 1958-January 1959: "Battle for Survival"

A.G. Boulton, Naval Member of the JPC, requested that the meaning of “survival operations” be discussed and clarified. In his memo, he suggests that a complete list of priorities be drafted. Boulton proposes that the term “Battle for Survival” be implemented to refer to the survival of combat forces and the federal government as a first priority and civil defence as a second priority. At the subsequent JPC meeting, this issue was considered.
